Update QCA dependency when using encryption USE

The latest QCA in portage no longer supports qt4 USE.
The -r3 ebuild for anidbudpclient does not support qt4
so there is no user visible change.

The -r2 ebuild for anidbudpclient now requires the last
QCA version that supports qt4. -r2 is legacy left for qt4
support, but it is not actively tested.
